Agency for Strategic Initiatives (ASI) studied the regions of Russian Federation in the field of building a dialogue with the business.
«Vedomosti» today published an article titled «Secret investor», where found that the regions do not help business. The article noted that ASI «secret investors» examined how regions work with the business.
Agency for Strategic Initiatives examined how regions perform «road map» and work with investors. The «road maps», approved by the Russian government, ASI has prepared together with entrepreneurs and experts. Total there are 11 «road maps», which reduce administrative barriers: simplification of licensing procedures in construction, energy and customs, as well as registering property and businesses, competition development, export promotion, facilitation of access of small and medium-sized businesses to purchase, improvement of tax administration and assessment activities. Their implementation should help Russia by 2018 to achieve the 20th place in the ranking of Doing Business (92th in 2013).
The results of ASI monitoring were following: «there is no answer by phone, broken chairs, the staff is rude and do not know English». The full version of the test, held by Agency for Strategic Initiatives, will announce today at the Krasnoyarsk Economic Forum ASI CEO Andrey Nikitin.
ASI staff, presented as investors, tested 22 Russian regions: they checked the working of local investment agencies, whose creation provided by regional investment standard. Since 2013, this standard is mandatory for all regions. Investment agencies and corporations exist in about 60 regions of the Russian Federation.
The «secret investors» didn’t complain on the work of agencies in the Republic of Tatarstan, Kaluga, Penza, Ulyanovsk and Yaroslavl regions. In Astrakhan, Belgorod, Vologda and Voronezh regions they could not discussed the projects, just passed booklets. In the Vologda and Voronezh region refused to provide information on free sites.
In Nizhny Novgorod region employees did not have cards. In Kabardino-Balkaria a potential investor was not allowed even in the office, in the Chelyabinsk region did not talk with potential investors, citing on the fact that there wasn’t a preliminary agreement. Representatives of Lipetsk, Nizhny Novgorod, Chelyabinsk, Perm regions and Udmurtia did not speak in English. ASI has noted that at first glance, all this is a little thing, but this develops the picture of the region.
