In the creation of the rating participated Agency of Strategic Initiatives (ASI) and The Boston Consulting Group. Were interviewed over 7 thousand entrepreneurs in the regions.

Rating is to assess the effectiveness of the authorities at all levels to improve the business environment and involves the assessment of business expectations by 54 indicators. The most important of them - the regulatory environment (time permitting), infrastructure and resources (quality of roads and land resources), support for entrepreneurship.

Total rating of investment climate was attended by only 21 «pilot» regions of the Russian Federation. It is expected that from 2015 the evaluation system will include all the 85 regions. Republic of Tatarstan, in particular, was in the top group of regions with the best performance, along with such subjects as the Kaluga region (ranked first in the rating), Ulyanovsk region, Krasnoyarsk and the Kostroma regions.
