An action plan to improve productivity and creating of highly productive jobs by 2018

Government of the Russian Federation approved the «Action Plan aimed at increasing productivity, development and modernization of highly productive jobs» (Order of July 9, 2014 № 1250-p).

The plan includes seven key areas: investment incentives for the renovation and modernization of production; technological upgrading incentives; incentives to replace obsolete jobs; creating conditions for professional development of employees; implementation of measures to increase labor mobility; measures to increase productivity in companies with state participation; measures to create the conditions for increased employment in the areas of individual and small business.

The plan provides the amendments to the tax legislation of the Russian Federation, aimed at motivating enterprises to participate in practice-oriented (dual) model of training highly skilled workers, as well as regional and national championships of professional skills WorldSkills Russia.

The target indicator for the development of WorldSkills in Russia determined by the number of regions that joined to the WorldSkills Russia – from the 25 in 2014 to 50 in 2018. As of June 2014 the top 10 WorldSkills Russia regions ranking includes Republic of Tatarstan, Moscow, Moscow region, Tambov region, Sverdlovsk region, the Republic of Mari El, Samara region, Tyumen region, Ulyanovsk region and Chelyabinsk region.
