The Delegation of the Republic of Tatarstan studies the experience of implementation of Malaysia business projects monitoring system

The Delegation of the region is on a working visit to Malaysia, where holds meeting with the developer of BLESS (Business Licensing Electronic Support System) – the XYBASE company, the ministries and agencies of Malaysia, involved in the organization of the system, as well as those, who is responsible for its implementation and administration.

The Tatarstan delegation includes the Deputy Prime Minister of the Republic of Tatarstan – Minister of Information and Communications of the Republic of Tatarstan Roman Shaikhutdinov, Tatarstan Investment Development Agency Chief Executive Linar Yakupov, Agency staff and representatives of ministries and agencies of the region.

The visit was organized by the results of the working visit of the President of the Republic of Tatarstan Rustam Minnikhanov in Singapore, where the head of the region met with the XYBASE leadership and discussed prospects for implementation in the Republic of Tatarstan analogue of Malaysian business projects monitoring system.

BLESS electronic system – a virtual «single window», through which companies can apply for a particular license using the web portal, without leaving the office, as well as track the status of the application in online mode. In case of application delay in a particular structure, the BLESS system automatically inform the special government agency that monitors the effectiveness of ministries and departments work.

BLESS has a great success in Malaysia. Before the introduction of the system the term to obtain the necessary licenses and permits was 285 days, but now it has been reduced to 60-80 days. With the implementation of the system in 2007 Malaysia in the World Bank «Doing Business» rating climbed from 25th to 12th rank.
