Russian Week of public-private partnership holds in Moscow

On March 17-20 in Moscow was held the Second infrastructure congress the "Russian Week of public-private partnership".

Russian Week of PPP is held annually to showcase the best practices of the implementation of public-private partnerships in different infrastructure sectors with a view to further replication in the regions of the Russian Federation. The organizer of the Week is the Development Center of the PPP with the support of Ministry of Economic Development and the Chamber of Commerce and Industry of the Russian Federation.

The event discussed the amendments to the concession legislation coming into force in 2015, the mechanism of private initiative, the prospects for a federal law on PPP, PPP projects of regional subsidies from the federal budget, the mechanisms of state guarantees. Particular attention was paid to the development of the necessary by-laws and the development of effective PPPs systems management both at the federal and regional level. In particular, the forum participants underscored the need for the adoption of the Federal Law "On Public-Private Partnership".

According to information received at the congress, 586 PPP projects is currently being implemented in the regions, including: concession agreements comprise 427 projects, or 72.9% of all projects; PPP agreement, concluded in the framework of regional legislation on PPP (many such agreements are currently being contested by the supervisory bodies) - 103 projects, or 17.6% of all projects; lease agreement of state or municipal property with investment obligations of the tenant - 54 projects, or 9.2% of all projects; 2 contract of the life cycle within the law on public procurement, or 0.3% of all projects.

At the congress was announced information that Tatarstan second consecutive year takes second place in the PPPs rating, after St. Petersburg.

Tatarstan Investment Development Agency at the congress was presented by Head of the department of public-private partnership Sergei Golovin. In particular, the TIDA representative took an active part in the "Anti-crisis plan for infrastructure development" plenary session", "Rating of Russian regions on the PPPs development " presentation session and the "Features of financing of infrastructure projects in terms of economic instability" round table.
