All-Russian Forum of procurement for state and municipal needs holds in Kazan

The event was attended by Acting President of the Republic of Tatarstan Rustam Minnikhanov, Deputy Minister of Economic Development of Russia Yevgeny Yelin and other representatives of federal government agencies.
Addressing the participants, the acting President of Tatarstan said: "The system of control and authorization of expenditure to ensure implementation of the principle of liability of customers, improve the efficiency of public and municipal procurement, continuously increase the level of professionalism of our customers and minimize the number of violations in this area. Ongoing activities in Tatarstan do not allow making contracts without customer payment ability. Thus, institutions don’t have accounts debts and eliminated inefficient costs".
In addition, the leader of the Republic underscored that the improvement of public procurement system should be aimed at import substitution, proposed the idea to provide additional preferences for Russian producers and subjects of the Russian Federation should have the authority to adopt legal acts aimed at supporting local producers.
Tatarstan Investment Development Agency Chief Executive Taliya Minullina, who took part in the activities of the Forum, underscored: "Public procurement system, created in Tatarstan according to the federal and republican legislation, is transparent and well-functioning. The presence of such constituents on the public administration of Tatarstan is a competitive advantage of our republic in the selection which makes the investor: for investor an effective, stable and modern rules and regulations are important".

The forum is held with the support of Ministry of Economic Development of Russia, Office of the President of the Republic of Tatarstan and the Government of the Republic of Tatarstan.
Tatarstan in 2014 were made more than 280 thousand contracts and agreements, the purchases amounted to 86.1 billion rubles, which is among the highest in the VFD (Volga Federal District). In the Republic of Tatarstan are 9 competent authorities of republican level (Tatarstan State Committee on Procurement and 8 Ministries), which carry out procurement for the 848 national institutions. 45 authorized bodies at the municipal level carry out the purchase of 6 736 institutions.
The republic established a regional information system for procurement of goods, works and services for state needs "E-shop", which aims to the prompt examination of costs by state and municipal institutions in procurement planning.
