At the plenary session of the St. Petersburg Economic Forum Russian President Vladimir Putin made a keynote speech on the formation of the new economy and investment.
Russia has managed to avoid a deep crisis in the economy and adapt to the new conditions, on restrictions of foreign countries Russia answers with a increased openness - this is the leitmotif of the President's speech.
"Investors should not wait, the most favorable conditions for the work he needs today, not sometime in the future" and therefore instructed to develop and submit to the Parliament 160 draft laws aimed at improving the business climate by the end of 2015 (instead of the originally planned 2018). At the same time Putin said that "we have already made substantial progress in the areas of registration of property, plant, simplified customs and tax procedures".
Head of the Russian country also raised the issue of the national rating of investment climate in the Russian regions, where Tatarstan took first rank.
Russian President congratulated the winners and said: "The experience of our leading regions shows how because of the competent work with investors, support the industrial and high-tech projects able to provide not only high growth rates, but also significantly upgrade production base, improve efficiency and productivity".
In addition, the Russian leader suggested a number of measures for Russia to begin "a real technological revolution, serious technological innovation":
increasing access to cheap investment resources (introduction of the mechanism of project financing, especially in the field of industry, the resources and flexible loans to an investor for the long term);
creating a comfortable environment (tax breaks) for the opening of new businesses, including Greenfields;
an increase of the capitalization of systemically important Russian financial bank institutions, which will allow banks to expand the opportunities for lending to the economy and reduce the cost of credit;
simplification of the procedures for the selection of investment projects and the procedure for granting state guarantees;
import substitution due to the modernization of industry, construction of new enterprises, a competitive localization of production in Russia;
develop a mechanism to support businesses that promote clean and safe, affordable technologies;
the elimination of the use of outdated equipment and the so-called "dirty" technologies (to make them not economically feasible and profitable);
securing financing measures aimed at retooling the economy;
implementation of infrastructure projects, the removal of infrastructural restrictions for the regions and industries (the use of the National Welfare Fund with the involvement of private investment and resources).
Russia intensifies cooperation with the countries of the Asia-Pacific region, BRICS, Latin America and others, at the same time it will continue to cooperate with the West emphasized Vladimir Putin.
Tatarstan Investment Development Agency Chief Executive Taliya Minullina taking part in the plenary session, said: "Speech of the President of the country is really program. Tatarstan will take an active part in the new technological revolution of the country, including through the attraction of high-tech investment. Acting President of Tatarstan Rustam Minnikhanov signed the law Strategy 2030, which fully fits into the policy of the President of Russia on the creation of "smart" high-tech economy based on human capital. Some relevant projects are already being implemented. For example, in Tatarstan recently officially opened the Innopolis "smart city".
