Development of the country should be based on regional strategies: this is the main result of the panel session "Regional Development Strategy: rate on competitiveness", which was held on June 20 at the St. Petersburg Economic Forum. The event was attended by Tatarstan Investment Development Agency Chief Executive Taliya Minullina.
The discussion has begun with the words of moderator - known economist Vladimir Kvint.
Vice-governor of St. Petersburg Mikhail Mokretsov told the participants of the meeting about the regional strategy of the northern capital until 2030, the rate of which was made on the research development in high technology. Deputy Head of the city noted that the project passed a public discussion where were received more than 100,000 suggestions, while it was important to take into account the rate of development of the whole country.
On the Balkan experience of strategic planning told the Minister of Regional Development and Public Works of the Republic of Bulgaria Lilyana Pavlova. In this Black Sea state have used an integrated approach to stimulate economic growth, and the leitmotif of the strategy – is the development of urban centers with a focus on investments in infrastructure, especially at the initial stage of development of the territories.
Much attention in the discussion was devoted to the development of the Russian Far East. The main problems of this vast territory are limited resources, including technological, financial and human. For a successful strategic planning, note the participants of the session, it is necessary to go from the particular to the general: to determine the competitive advantage of territories, enterprises of all regions of the Far East and then create a corresponding implementation plan.
This approach (a kind of induction) must be used in the Russia development project, said Deputy Minister of Economic Development of the Russian Federation Alexander Tsybulsky: the basis of the strategy of the country is the strategies of the regions. An important role here plays the federal law "On the strategic planning in the Russian Federation".
Rosstandart Representative Alexey Abramov emphasized that for the implementation of ambitious tasks it is necessary to improve the quality of industrial products, including through the improvement of quality management, environmental management and lean manufacturing. Important role in this play business incubators and innovation centers, at the same time it is necessary to provide business with consulting and technological packages "full construction" said Mr. Abramov.
Vladimir Chamakhov (Russian Academy of National Economy and Civil Service under the President of the Russian Federation) expressed the opinion that the main thing in such an important matter - it's the "what", "how" and "who". At the same time, in his opinion, a lot of questions cause the second and third elements of this: regional strategies should be based on the federal program, but instead of this there are more than 280 concepts and programs, including departmental, and this is a trend towards the operational management; therefore it is necessary to synchronize the strategy at all levels: federal, regional and municipal. In addition, the "planning horizon should be expanded". As an example was given, of course, China: there is planning 200 years ahead is a matter of course.
Academician of the Russian Academy of Sciences Abel Aganbegyan expressed disappointing forecast: country has a stagflation (stagnation, recession, inflation), which is worse than the crisis and the way out of stagflation is possible not earlier than 5 years. Academician said about the United States: America has overcome the stagflation in the 1980s, betting on innovation and lower taxes. For Russia the way out is in the transition to a new policy - the forced investment.
A peculiar sensation was that, firstly, the assets of Russian banks (73 trillion rubles) exceeded the GDP of Russia, and, secondly, only 1.5% percent of the assets referable to investments. The conclusion of the academic became clear: it is necessary to change the monetary and fiscal policies, including at the regional level.
Mr. Aganbegyan complained that the country lags behind developed countries. "Personally, I am an optimist", - he tried to cheer up the audience and advised to rely on those industries for the development of which the crisis has created preconditions. As you know, these industries are, for example, agriculture and the military industrial complex.
Moderator Vladimir Kvint concluded that the future of Russia – is in the knowledge economy, the basis of strategy development - regional level, respectively, without regional strategies can not be the project of the development of the country.
