Today, July 24 at the House of the Government of Tatarstan to Acting President of the Republic of Tatarstan presented the concept of creating a geographically separate innovation and production center "Innokam". The event was attended by Tatarstan Investment Development Agency Chief Executive Taliya Minullina.
Rustam Minnikhanov, addressing the audience, said that the creation of the concept of the "Innokam" center supported by the Government of Russia, approved a plan of work on the concept. The developer is the Russian Academy of National Economy and Public Administration, rector of the university Vladimir Mau also took part in the presentation.
The aim of "Innokam" is "the creation of Russia's best innovation and production center, the development of high-tech clusters with a view to developing long-term development model, which effectively transform the industrial and technological potential in the quality of life of the population".
This means that the territory of the agglomeration of the Kama, which includes the city of Naberezhnye Chelny, Elabuzhsky, Zainsky, Mendeleev, Nizhnekamsk and Tukaevsky areas and produces 26% of the gross regional product, 42% of Russia's total synthetic rubber and 54% of polymers will create a quality new human-friendly environment, where into the unified system will be integrated production, latest developments, public space.
To achieve this is planned key areas of work, including the modernization of the backbone industries (automotive, petrochemical, agriculture and food, furniture clusters, cluster of inorganic chemicals and fertilizers) and the development of advanced industries, personnel and infrastructure support of innovation (for example, a cluster of advanced equipment and mechanical engineering: planned creation and widespread of the environmentally friendly public transport).
TIDA Chief Executive Taliya Minullina emphasized the importance of such directions as "institutional environment": "According to the project as a result of work in this direction will happen productivity growth, will be largely solved the problem of import substitution, human capital will reach a new level, and environmental management will be an integral part of the lifestyle. However, in the concept an increasing attention should be given to this instrument as the attraction of high-tech investments from foreign countries.
