The leadership of Tatarstan customs answers to investors' questions: TIDA "roundtable"

Tatarstan Investment Development Agency jointly with Tatarstan customs held a roundtable with representatives of investors on customs legislation. The event was organized in accordance with the instructions of the President of the Republic after a meeting of the Tatarstan investors’ club (advisory body under TIDA).

On investors' questions answered Head of Tatarstan customs Albert Mavlikov, Acting First Deputy of the Head of Tatarstan Customs Dmitry Perfilov, Head of customs value control Leila Tufetulova.
Head of Customs began with a presentation on the activities of the specialized body. Since the beginning of the year Tatarstan Customs sent to the federal budget more than 14 billion rubles. In September this year Tatarstan customs officers sent to the revenues of the federal budget 1 billion 855 million 289 thousand rubles. The export duty of these is 164 thousand rub., import payments - 1 billion 869 million 198 thousand rub., customs fees - 14 million 959 thousand rub.
On January 1, 2001 all customs structures on the territory of the Republic of Tatarstan reorganized to Tatarstan customs. It consists of six customs posts: Kazan Airport, Almetyevsk, the Yelabuga, Kazan, Naberezhnye Chelny, Nizhnekamsk. Tatarstan customs area of ​​operations - the territory of the Republic of Tatarstan.
The experts were asked about preferential treatment of import and storage of goods, customs clearance of goods, business cooperation within the Customs Union, customs procedures at the investment infrastructure facilities in Tatarstan and others.
Customs representatives spoke in detail about the procedure of free customs zone, which was launched on the territory of the first phase of construction of the SEZ "Alabuga" in April 2008. And in 2012, the procedure of FCZ was launched throughout the SEZ "Alabuga". Today customs terminal area of ​​28 hectares, equipped with the most modern equipment, allows to minimize the time of customs clearance procedures.
When placing foreign equipment, raw materials, components, construction materials under the free customs zone procedure, the SEZ resident is exempt from import duties and taxes. Companies who have become SEZ residents until 2012, may export without payment of duties from the SEZ to the countries of the Customs Union (Russia, Belarus, Kazakhstan) of finished products made of foreign goods, and declared as the customs union’s goods. Also SEZ resident companies are entitled to export finished products, declared as a foreign goods outside the Customs Union without payment of customs duties and taxes.
Experts also pointed out that there is now a possibility of obtaining public services on the register of temporary storage warehouses, customs warehouses and duty-free shops in electronic form - through the federal GIS "Single portal of public and municipal services (functions)" (www.gosuslugi.ru).
"The investor often brings into the territory of Tatarstan high-tech equipment, raw materials, other and exports products produced in Tatarstan. That's why investors working in Tatarstan, as well as companies planning to enter the market of the republic, have questions on the practical application of customs legislation. Today, the participants received all necessary information, such a format, as we see, is in demand.
Such forms of work should be regular. And it is not only working with the customs authorities. There are also questions of migration policy, and the tax laws and so on.
