The law, which will regulate the construction of Moscow-Kazan High-Speed Highway was discussed in TIDA

Today inTatarstan Investment Development Agency held a ministerial meeting on the legal regulation of the PPP (public private partnership).

In the period up to July 1, 2016 regions of the Russian Federation have to bring the regional legal acts in compliance with the Federal Law №224 from July 13, 2015 "On public-private partnership, municipal-private partnership in the Russian Federation and the Amendments to Certain Legislative Acts of the Russian Federation".

Despite the fact that the act regulates this sphere in details and number of experts believe that there is no need on a regional law, the participants of the meeting came to the conclusion that Tatarstan is necessary to keep a regional law, at the same time make changes to it (take a new edition).

"The current republican law on PPP formulated the objectives, priorities, forms and requirements to the agreements, including in the social sphere. Therefore, the rejection of the act, which already regulates the implementation of ongoing projects, we consider inappropriate", - said TIDA Head of Development of PPP Sergey Golovin, who delivered the keynote address and presentation.

This thesis is supported by representatives of the Parliament of Tatarstan: a regional legal act regulates the emerged relationship.

According to Deputy Chairman of the State Council of the Republic of Tatarstan on the economy, investments and entrepreneurship Marat Galeev, the law of the Republic of Tatarstan on the PPP were largely taken into account in the federal law.

"During the hearing in the federal parliament actively referred to our law", - said the Deputy Head of the Committee.

Such global project as Moscow-Kazan High-Speed Highway in many ways will be implemented on the basis of federal law and thus will form an extensive legal practice, emphasized Marat Galeev. Sergey Golovin also offered in the future to focus on the elaboration of a comprehensive system of relevant laws.

TIDA Chief Executive First Deputy Insaf Galiev said that the government representatives on the most important issues on the agenda came to the general conclusion, the format of inter-ministerial consultations will go on. TIDA performs the functions of management of development of investment activity in the PPP and TIDA Chief Executive Taliya Minullina - the person in charge from the Republic of Tatarstan for the development and promotion of international PPP standards.

The event was also attended by the representatives of the Cabinet of Ministers of the Republic of Tatarstan, Ministry of Economy of the Republic of Tatarstan, the Ministry of Industry and Trade, the Ministry of Land and Property Relations of the Republic of Tatarstan, the department to ensure the activities of the Commissioner under the Tatarstan President for the Protection of Entrepreneurs’ rights.
