Russian and foreign experts discuss the "dialectic of anti-corruption" in Kazan

On November 20 at the Institute of Economics, Management and Law (Kazan) was held the All-Russian scientific-practical conference with international participation "The Dialectics of anti-orruption". This representative forum the fifth year in a row becomes a platform for discussing issues related to this phenomenon.

The conference was attended by over 300 representatives of the leading scientific and educational centers of Russia, the USA, China, India, federal and regional ministries and departments, law enforcement agencies, municipalities, public and religious associations, says the report IEML. The event was attended by the members of Tatarstan Investment Development Agency, which, according to the rating evaluation of the executive authorities of the Republic of Tatarstan on the implementation of anti-corruption measures in the territory of the Republic of Tatarstan in the first half of 2015 took the third rank. As TIDA Chief Executive Taliya Minullina  notes, we will continue to pay great attention to this socially important work, will be activated the work of Commission on anti-corruption under TIDA Chief Executive.

According to sociological studies the corruption level in Russia is reduced. In the Republic of Tatarstan in recent years, as emphasized in his speech the Head of the Presidential Administration of the Republic of Tatarstan Asgat Safarov, the number of people facing corruption halved: in 2009 in the corruption situation involved every fifth people, in 2015 - every tenth.

The Republic of Tatarstan is implementing a number of systematic measures - this is increasing the transparency of public administration, legal literacy and awareness of employees and citizens. In order to coordinate the work of all municipalities a new position of Assistant to the heads of districts on the anti-corruption.

A significant reduction in corruption is largely due to the system of electronic information exchange with the public authorities and the provision of services: to date, thanks to this system is available 229 services, and within 10 months 45 million services are made. For example, thanks to the electronic record in kindergartens for children over three years queue was eliminated.

Success in the fight against corruption are obvious, but the apparent fracture is not observed. Corruption is on a par with terrorism, environmental disasters, is not accidental in its characteristic often to use the term "threat", and it is not an abstract concept, it concerns everyone, emphasized in his speech the Deputy Chief of the Office of the President of the Russian Federation on anti-corruption Valentin Mikhailov. He noted that the society is not yet formed intolerance of corruption, many consider it as the norm and tool for quick solution of many problems.

At the conference the problem of corruption was discussed with experts in law, psychology, sociology, and other disciplines.

The Presenter of the Forum - the IEML First Vice-rector, Professor Igor Bikeev expressed the view that interdisciplinarity is a feature of this conference.

The participants of the event discussed the international, national, regional experience in fighting corruption, organizational and legal issues of the departments to coordinate the work of anti-corruption in the Russian regions, the shortcomings of the legal regulation of anti-corruption, considered the issues of prevention and settlement of conflicts of interest and other potential corruption situations.
