Taliya Minullina: "The land lives when it gives birth and grows"
The new-look of Tatarstan state bodies: "Rosreestr" will be electronic and Investment Development Agency will consider land issues.
On January 15 Tatarstan Investment Development Agency Chief Executive Taliya Minullina presented at the extended Board meeting of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan "On the results of the activities of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan and the branch of "PCF Rosreestr" State Organization of the Republic of Tatarstan in 2015 and tasks for 2016". The meeting was attended by Tatarstan President Rustam Minnikhanov.
Presentations were made by the Head of the Federal Service for State Registration, Cadastre and Cartography of the Republic of Tatarstan - the main state registrar of RT Azat Zyabbarov and Director of RT branch of the “PCF Rosreestr" Lenar Muzafarov. Among the major changes in 2015 Roseestr activity was the creation of multifunctional centers providing public and municipal services (MFC), for which were given a number of authorities. By the way, Tatarstan became the only Russian region, where for a short time were organized such an extensive network of multifunctional centers that operate today in all municipal regions and urban districts of the republic. Also in 2015, it became possible to appeal for the state registration of rights in electronic form - since the introduction of this service 1500 applicants appealed to the Federal Service. Another important event of the year - the gradual transfer of the provision of information on registered rights to the Cadastral Chamber. Azat Zyabbarov noted that Tatarstan has been selected as one of the pilot regions, where such interaction scheme was worked out, and it was held at a high level. As the tasks for 2016 were designated the introducing in 2017 a unified accounting and registration system; the completion of the digitization of paper archives; full transition to electronic registration of rights. There is also a need to intensify efforts to identify inappropriate use of land in the republic.
At the end of the report Rustam Minnikhanov said that Tatarstan has always been known for its innovations. "Thanks to those innovations, which are now being implemented in the work of your teams, increases not only the investment attractiveness and competitiveness of our region, but also the image of the republic as a whole," said the President of Tatarstan.
- Our agency is actively cooperating with the Rosseestr Office of the Republic of Tatarstan, moreover, its leader is a member of the Presidium of the Investment Council under the Agency. This year our cooperation will become closer due to the fact that we are starting to work on the acceptance and review of documents for giving land in a rent without bidding for large-scale investment projects. Land should work, " give birth and grow", only in this case it lives,” thinks Taliya Minullina.
