The final board meeting of the Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan was held. It was attended by the head of the Tatarstan Investment Development Agency, Taliya Minullina.

Taliya Minullina: "Our unemployment rate is now less than 1% in Tatarstan. If we take individual municipalities - 0.14 and 0.16. At the Investment Development Agency's "Municipal Investment Hour" project, the heads of municipalities of Tatarstan, presenting the investment potential of the subject of the republic under their control, do not bypass this sensitive topic, but talk about what measures the region or city is taking to improve the situation. Unfortunately, these indicators are critical figures for investment development today. From the point of view of strategic investment vision, this is probably the most painful topic. Firstly, someone left the country, went to the SVO, demographically we are sagging, pendulum migration with overheating of the wage market, taking into account marketplaces and defense enterprises. We are trying to solve this problem in Tatarstan in a comprehensive manner, but it is very difficult. Our economic development is far ahead of the capabilities of the labor market.

Therefore, we are now solving this issue in different ways:

1. We hire and retrain pensioners.

2. We involve people who were not involved before in the economic process: young people from 14 years old, the self-employed institute.

The education system continues to work well. We have 45 universities, 99 colleges and vocational schools. Cluster economy implies that each important sector for the economy is supported by a university.

At the initiative of TIDA, a lecture on "Managing Generation Z in Industrial Enterprises" was held at the National Library of the Republic of Tatarstan at the end of November 2024. The lecture was devoted to the peculiarities of interaction with representatives of Generation Z, their values ​​and expectations in the conditions of modern production.

3. The state and large enterprises are building dormitories. We are doing retraining programs together. There is a lot of talk about migration policy at the level of the Russian Federation. We are trying to attract personnel from other countries and keep them here.

4. We are robotizing production.

Only very large enterprises can afford robotics, there are few of them, because it is expensive. We also started producing industrial robots in Tatarstan. Last year, we produced only 200.

Thus, we are talking more about adapting to the labor market and keeping people here. And we need to do it in a way that will keep people here for the long term. Because what is the point of attracting someone from outside if they are going to leave here. Today, the issue of attracting labor is not so much technical, for example, quotas, but in the fact that today people decide where to live based on their standard of living. In this sense, Tatarstan is doing a lot of work to attract people here by improving the quality of life. The provinces of Russia can often compare with us to their disadvantage. That is why, if we talk about launching private investors in the sphere of education and healthcare, we look at it poorly. Since they should be in state hands to maintain quality, like other sectors that are directly related to the standard of living of the population.

But in fact, there are still reserves. In principle, a competent redistribution of labor resources within one region can also lead to a certain success. But are we using all the resources and are we talking correctly with the people we already have? Or maybe we have enough resources? Or maybe we are simply managing them incorrectly? Or maybe we just do not know how to involve and captivate the younger generation with our industry?

In general, we raised and discussed all the above-mentioned problems at the visiting meeting of the State Council Committee of the Republic of Tatarstan on Economy, Investments and Entrepreneurship in the TIDA of the Republic of Tatarstan in November 2024."

The day before, at the meeting of the final board of the Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan, Elmira Zaripova reported in detail on the situation in the labor market of Tatarstan and the measures taken to improve the unemployment situation.

1. Employment of disabled people

Elmira Zaripova: “Measures are being implemented in the republic to increase the employment of disabled people: every third disabled person of working age is employed (32.9% or 35.4 thousand out of 107.5 thousand people), in the Russian Federation – 28.6%.

According to this indicator, the Republic of Tatarstan is in 1st place in the Volga Federal District, and 11th in the country. The employment level of disabled people is high in the Atninsky, Sabinsky, Alekseevsky, Nizhnekamsky regions and in the city of Kazan.

However, in the Aksubaevsky, Agryzsky, Rybno-Slobodsky, Mamadyshsky regions, only every fifth disabled person is employed.

The lowest rates of fulfillment of the quota for employment of disabled people are observed in Zelenodolsk (62% (due to OOO VB Vostok (Wildberries) (11.6%) and OOO Kazan Express Fulfilment (KazanExpress) (16.3%)), Verkhneuslonsk, Yelabuga (SEZ Alabuga (44.6%)) regions.

Please note that in 2024, the Ministry announced 94 warnings. Since the end of the year, fines for not realizing quotas and refusal to hire have been increased by 10 times to 100 thousand rubles. Issues of employment of disabled people remain under special control. "

2. Targeted training

Elmira Zaripova: "The most important tool for providing personnel is targeted admission in the vocational education system.

In 2024, enterprises on the portal "Work in Russia" posted 1.6 thousand offers to conclude target contracts, while the stated need for personnel training was 5.8 thousand people with higher education, 22.0 thousand people with secondary vocational education.

Failure to use this mechanism is unacceptable. This year, it is necessary to ensure a significantly larger volume of posting offers for targeted training. We must not forget that applications from employers of the republic through the Work in Russia portal can be seen by schoolchildren throughout the country.

In this regard, I remind you: the employer must post offers for targeted training on the portal: from April 10 to June 10, 2025 - for applicants; at any time - for students already studying.

For example, in 2025, applications have already been posted and support measures are offered: JSC "TATSPIRTPROM" - provision of industrial practice at the place of work; all types of social benefits and guarantees;

OOO TATNEFT-URS - official employment during the internship; financial assistance for vacation, in connection with marriage, birth of a child, voluntary health insurance policy, children's vouchers.

OOO BUINSKY SAKHARA - payment for the period of study from the date of signing the contract (in case of training on a commercial basis); payment of a scholarship, etc. ".

3. Activities to attract personnel

Elmira Zaripova: "The next tool for providing personnel is training the adult population. In 2024, more than 6 thousand adults were trained.

This year, the programs will continue. Applications on the portal "Work in Russia" and funds have been allocated. We are grateful to the Government of the Russian Federation, we thank you in your person, dear Andrey Nikolaevich, the Ministry of Labor and Social Protection of the Russian Federation and Rostrud.

Another effective tool for replenishing personnel is financial support for enterprises in the employment of certain categories of citizens, especially young people. When attracting workers from other employers, they can receive subsidies of up to 300 thousand rubles, and when employing young people - up to 75 thousand rubles. As a result, 60 people were attracted from other entities to KAMAZ, the Karpov Chemical Plant, the Helicopter Plant, Elekon, and Elektrosoedinitel in 2024, and 2 thousand young people were employed."

4. Employment of participants in the special military operation

Elmira Zaripova: "The second area is to provide employment for the participants in the special military operation who have already returned and their family members.

The President of the Russian Federation Vladimir Vladimirovich Putin emphasized that the Heroes of the special operation need to be helped to realize themselves in civilian life.

The employed participants in the special military operation retained their jobs in accordance with Article 351.7 of the Labor Code of the Russian Federation. For those who were not employed, individual work is carried out on employment, depending on the life situation, health status and new competencies and skills acquired during the special military operation.

By the end of 2024, only 14% of those discharged from military service in the republic plan to find a new job or retrain.

In 2025, in order to assist in the employment of participants in the special military operation, we plan to actively implement:

1. organizing temporary and community service with the payment of financial support for at least 4.5 thousand citizens;

2. Provision of financial assistance (145.1 thousand rubles) for starting their own business for the unemployed (445 people);

3. Employment for 3 thousand jobs within the quota;

4. Training up to 5.6 thousand people within the framework of the republican program "Employment Assistance" and the federal project "Active Measures to Promote Employment" of the NP "Personnel".

The practice of specialized job fairs will continue.

Employers who create jobs for the employment of disabled people from among the participants of the SVO can apply for reimbursement of expenses up to 73.6 thousand rubles from the budget of the republic. A similar support measure of up to 200 thousand rubles is being considered at the federal level."

Elmira Zaripova: "It is employment that provides families with a stable income. The current situation in the labor market of the republic is characterized by: a high level of employment (62.4%, in the Russian Federation - 61.6%, Volga Federal District - 60.8%); low unemployment (total - 1.8%, in the Russian Federation - 2.4%, Volga Federal District - 1.8%) (registered - 0.16%, in the Russian Federation - 0.4%, Volga Federal District - 0.3%); high demand for labor - 37.2 thousand vacancies (Russian Federation - 1.8 million, Volga Federal District - 441.7 thousand).

Today we say that the labor market is a market of a job seeker who is being sought and for whom there is high competition. In 2024, the employment centers of the republic employed 30 thousand people or 79% of those who applied, which is 8.5 thousand people more than in 2023. Until 2030, the greatest demand will remain in industry, the military-industrial complex, healthcare and transport.

Employment service agencies are working to select personnel for enterprises in priority industries. Thus, since 2022, employment centers have sent 13,880 people to defense industry enterprises, of which 46%, or every 2nd, were hired.

We remind you that the past 2024 was declared the Year of the Family by Russian President Vladimir Putin. The Minister of Labor, Employment and Social Protection of the Republic of Tatarstan also spoke about the measures to support families implemented by employers in Tatarstan in 2024, which also helped to stabilize the unemployment situation.

Elmira Zaripova: "Support for families is not limited to state aid. The situation on the labor market, the desire to attract and retain the best employees motivates employers to support the families of employees, which forms corporate demographic standards: flexible work schedules, financial support for the birth of children, marriage, housing programs.

The most striking examples were: the allocation of 200 thousand rubles per newborn to employees of the Ural Agricultural Production Cooperative, 100 thousand rubles each - KFU, Alekseevskdorstroy; support for marriage, large families - KAMAZ, Tatneft, Vertoletny, Porokhovoy Zavod, Tatkhimpharmpreparaty, Tattelecom, KVART, Zavod im.Sergo, im.A.M.Gorky, TANECO, GIPO, Transneft-Prikamye, Kazankompressormash, Tatenergo, Elektropribor, GazpromtransgazKazan, Ammoniy, Rimera-ALNAS, Chelny-Broiler, etc. ".

The day before, at a meeting of the final board of the Investment Development Agency of the Republic of Tatarstan, Taliya Minullina again raised the issue of personnel shortage in Tatarstan: "The main challenge for the republic is the unemployment rate. Colleagues, 0.1-0.2% is a critical level. In a number of districts we have 0.14-0.16% unemployment, so it is impossible to attract any investor there today, since there is simply no one to work. We need to come up with some comprehensive programs now together with the ministries of youth, education, labor, industry and trade of the republic. Jointly think over some serious mechanisms. Today, we are saved by those strings and those strategic steps that were made earlier. This is, of course, Alabuga Polytechnic. This is one of the very systematic, good, competent decisions."

Also at the reporting event, the head of the educational cluster administration service of JSC SEZ "PPT "Alabuga" Elvira Fomina spoke. She told the meeting participants about the staffing of investment activities of the Republic of Tatarstan.
