Tatarstan Sports Minister Vladimir Leonov noted investment projects in the field of public-private partnership at the board meeting: “During the implementation of the federal project “Business Sprint” in 2024:
- within the framework of public-private partnership, 2 projects were implemented to create sports infrastructure facilities “Physical Culture and Health Complex “Sports Center “FIZRA” in the cities of Naberezhnye Chelny and Almetyevsk;
- in 2025, it is planned to complete 2 more projects in the cities of Kazan and Zelenodolsk;
- construction of a “smart” site in the city of Zelenodolsk (12 million rubles, of which: 6.96 - federal budget, 5.04 - republican budget);
- in addition, in the period from 2025 to 2027, it is planned to implement the project “Physical Culture and Health Complex in the city of Naberezhnye Chelny”.
An industry forum on public-private partnership is held annually in the republic, where we also actively participate. To the Investment Development Agency, represented by Taliya Ilgizovna, huge words of gratitude for organizing the Forum and cooperation."
Member of the board, head of the Investment Development Agency of the Republic of Tatarstan Taliya Minullina expressed the opinion: "The successful launch of these investment projects is the result of enormous interdepartmental work: the Investment Development Agency of the Republic of Tatarstan with the Ministry of Sports of the Republic of Tatarstan, municipalities and investors."
During the structuring of concession agreements (before their signing), not a single meeting, which was held 2-3 times a week, was held without the participation of the PPP development department. Also, the implemented projects were selected in the federal program "Business Sprint" for co-financing.
The Republic of Tatarstan actively uses the PPP mechanism for the implementation of investment projects both within the region and in interregional cooperation. Its progressive development is due to the painstaking work of the Agency's employees. Thus, every year the head of the public-private partnership development department conducts online and on-site training for investment commissioners in the municipal districts of Tatarstan on working with the public-private partnership mechanism, municipal-private partnership, in particular, talks about the procedure for concluding offset contracts, concession agreements in the field of housing and communal services and more. And also meets with the heads of districts and rural settlements on the above-mentioned issues. In addition, the interdepartmental working group on PPP, chaired by the head of the Investment Development Agency of the Republic of Tatarstan Taliya Minullina, is successfully functioning.
One of the components of success is the annual industry interregional forum on public-private partnership. The event is held by the Investment Development Agency of the Republic of Tatarstan with the support of the Government of the Republic of Tatarstan and the National Center for Public-Private Partnership. The purpose of the Forum is to popularize the attraction of funds from private 17 investors into the economy to eliminate the lack of investment. In the period from 2017 to 2024, 7 forums were held.
