On January 20, a meeting of the final board of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan was held. The head of the Tatarstan Investment Development Agency, Taliya Minullina, took part in it as a member of the board.
The construction industry includes the creation of infrastructure for the development of investment activities.
In 2024, as part of the implementation of projects using the support tools for single-industry towns of the «ВЭБ.РФ» state corporation, the construction of engineering and road infrastructure for two facilities was completed in the Zelenodolsk district (the Sviyazhsky Multimodal Logistics Center industrial park worth 1 billion 802 million rubles and the third stage of the Ozon universal warehouse worth 465 million rubles).
The construction of the infrastructure of the Mendeleevsk 2.0 industrial park worth 875 million rubles is underway. Work has begun on the creation of the Tura 2.0 industrial park. The cost of the project is 1 billion 202 million rubles.
The development of industrial, engineering, transport and social infrastructure of special economic zones continues. In 2024, more than 15 billion rubles were allocated for these purposes in the Alabuga special economic zone, including the launch of the first stage of the Deng Xiaoping logistics complex - a container terminal that will help increase cargo transportation from Russia for export to China, primarily products of residents of the ETHYLENE-600 industrial park, as well as the import of popular goods produced in the People's Republic of China.
In the Innopolis special economic zone, more than 5 billion rubles have been invested in capital construction projects.

In the Russian Federation, I can say that Tatarstan is also among the top three leaders in terms of commissioning of facilities, both multi-apartment housing, and individual housing construction, and, of course, manufacturing and industrial facilities. The Agency, together with the Chamber of Commerce and Industry of the Republic of Tatarstan, with the support of the Ministry of Construction of the Republic of Tatarstan, organized the international specialized exhibition of construction and finishing materials, technologies and equipment "Stroyka" in 2024, which was held on July 10-12, 2024. The catalog of manufacturers "Tatarstan. We are building" is posted on the investment portal of the republic invest.tatarstan.ru. We need to promote our manufacturers to international markets now. In this sense, Tatarstan does more than other regions. So there are many opportunities in Tatarstan, the conditions that have been created for manufacturers today: tax breaks, industrial parks, business climate - they are excellent."

Concession agreements and investment projects in the housing and communal services sector
The state of the communal infrastructure remains a big problem in the industry.
One of the tools for solving this problem is the implementation of investment programs of public utility organizations. Last year, according to operational data, their actual implementation amounted to 95% of the plan.
Concession agreements, unfortunately, did not become a tool for attracting investment in the republic. Over the entire period of validity of 123 agreements in 18 municipalities, it is planned to attract 2.1 billion rubles, which is about 50-200 million per year.
2 thousand 89 public utility facilities in 30 municipalities, mainly in rural areas, remain untransferred for maintenance to organizations.
Concession agreements are concluded to attract investment in the public utility sector. To do this, the level of tariffs for services must ensure their payback. However, at present, tariffs do not ensure current break-even operations for 54% of public utility enterprises.
The main reasons for losses of organizations are high wear and tear and excessive losses of resources, and a shortage of qualified specialists. These reasons, in turn, lead to the impossibility of proving the level of tariffs necessary for break-even operation.
On the operation of public utility facilities owned by private enterprises, whose efficiency is increasingly being questioned. Due to the critical situation at the heat supply facilities of the city of Nizhnekamsk, and water supply and sanitation facilities in the city of Chistopol, in 2024 these facilities became the property of republican enterprises. This year, it is necessary to strengthen monitoring of the activities of such private public utilities.
Agglomerations
In urban development, the main document determining the further harmonious development of territories is a comprehensive scheme for the socio-economic and spatial development of three Agglomerations.
For the Kazan agglomeration, preparations are underway for its approval based on the results of the developed Master Plan in 2024. The developed materials are already being used in the preparation of individual industry documents and decisions. For the Kama agglomeration, the development of a comprehensive scheme is at the final stage and is planned for approval in the first quarter of 2025. For the Almetyevsk agglomeration, this work is planned to be completed in 2025 - the collection of initial data has begun with requests sent to municipal districts and large industrial enterprises.
Also, in order to form a unified urban development policy on the territory of the republic, 12 municipal powers in this area have been transferred to the Ministry since January 1, 2024. Of these, 6 are currently public services. This year, work will continue on sustainable urban development, the formation of a unified policy in the implementation of territorial planning, urban zoning and construction on the territory of the republic as a whole.
Urban development activities directly affect housing construction. Last year, the planned indicators were exceeded once again and a record 3 million 452 thousand 700 sq. m. was delivered. 70% of this volume was accounted for by individual housing construction, which will be further developed using escrow accounts: the law guaranteeing citizens protection from unscrupulous developers and giving the opportunity to use preferential mortgage instruments comes into force on March 1. The housing commissioning plan for 2025, according to the agreement with the Ministry of Construction of Russia, is 3 million 260 thousand sq. m. The existing urban development potential allows us to predict the possibility of fulfilling the planned indicators in the future. Now it is 6 million 550 thousand sq. m.
