On February 13, 2026, the National Library of Tatarstan will host a book transfer ceremony on Islamic finance. The event will be the beginning of the formation of the first specialized literature fund in the republic dedicated to the principles and practice of Islamic (partner) financing.
The library's collection will be based on books from the Amal Financial House, an overview of AAOIFI standards for managing Islamic financial institutions, semantic translation and interpretation of verses, and others.
The event will be attended by Mr. Amier Al-Musa, Head of the AAOIFI Representative Center, Taliya Minullina, Head of the Investment Development Agency of the Republic of Tatarstan, members of the Government of Tatarstan, representatives of ministries and departments, as well as the Spiritual Administration of Muslims of the Republic of Tatarstan.
At the end of the ceremony, an open lecture on Islamic finance will be held for everyone.

Knowledge is not only an advantage, but also a necessary condition for successful international cooperation. This is especially true for cooperation with partners from the Islamic world, where competence, professionalism and a deep understanding of cultural peculiarities are highly valued. The investment potential of the Organization of Islamic Cooperation countries is huge and can be realized based on a foundation of knowledge and mutual respect," said Taliya Minullina, Head of the Investment Development Agency of the Republic of Tatarstan.
Since September 1, 2023, Tatarstan has become one of four regions, along with Bashkortostan, Dagestan and Chechnya, in which an experiment on the introduction of partner financing has been launched. In 2025, the experiment was extended for 3 years.
The development of Islamic (partnership) financing in the republic is part of efforts to diversify Tatarstan's economy and expand opportunities to attract investors, in particular from the countries of the Organization of Islamic Cooperation.
On December 26, 2025, Kazan hosted the opening ceremony of the first AAOIFI (Accounting and Auditing Organization for Islamic Financial Institutions) Representative Center in Russia and the CIS countries, an international organization that develops accounting, auditing and Sharia compliance standards for Islamic financial institutions.
The organization intends to share the first "tangible results" of its work already at KazanForum-2026. This was stated by Sheikh Ibrahim bin Khalifa Al Khalifa, Chairman of the AAOIFI Board of Trustees, during the opening ceremony of the office.
It is expected that the center's activities will contribute to the adaptation of international standards of partnership financing and Russian legislation.
