Today, the head of the Investment Development Agency of the Republic of Tatarstan, Taliya Minullina, spoke at the session "The Future of Healthcare in Tatarstan" as part of a two-day seminar for the winners of the republican competition "Doctor of the Year. Ak chechaklyar" in the nomination "Young Guard".
In her speech, Taliya Minullina presented an ambitious view on solving the industry's most pressing personnel problem. Against the background of historically low unemployment in Russia (only 2% in the first half of 2026), the country's economy is faced with a paradox — a shortage of personnel, rising inflation and a decrease in the motivation of specialists. This crisis is particularly acute in healthcare.
The republic's economy is growing, new investment projects are opening up, and with them a lot of jobs are emerging, and the shortage of personnel is becoming a systemic challenge.
One of the methods of solving the problem is word of mouth or system marketing: every current employee from Tatarstan, for example, a doctor, becomes an ambassador of the region and personally motivates colleagues from other regions to move to Tatarstan.
During her speech, Taliya Minullina clearly showed how to present Tatarstan to colleagues — honestly, vividly and with numbers. The main message: the republic is a place where it is really good to live and work.
Why might this work? Tatarstan, which has already established itself as a leading region with a growing economy, 50 social programs and a powerful administrative resource, aims not just to close the personnel gap, but to create a healthcare model of the future. The question is no longer, "do you have any friends who have moved to Tatarstan?" but how to make moving here a rule for thousands of doctors across the country.
