TIDA Chief Executive presents a number of initiatives at the meeting of the Council for Personnel Policy under the President of the Republic of Tatarstan

 Today in the Kazan Federal University held a meeting of the Council for Personnel Policy under the President of the Republic of Tatarstan.
With the report "21st Century: value – is a human beeing" presented Tatarstan Investment Development Agency Chief Executive Taliya Minullina. In particular, TIDA Chief Executive gave details of the staff of the specialized state body, training and staff development (including the Graduate School of Public and Municipal Administration). In 2015 TIDA declared a Year of Knowledge, also carried out a set of talent pool.
After analyzing the situation in the civil service of the Republic, Taliya Minnulina has presented at a meeting of the Board a number of initiatives.
So, in order to increase the prestige of a civil servant TIDA Chief Executive proposed to establish competitive salary; explore the possibility of introducing in the schools of the republic class hour "I like Tatarstan" (within which to hold the popularization of the civil servants profession); to develop a schedule of lectures of Ministers for students; organize telecast on local channels about the life of civil servants on specific examples in order to create a positive image.
In addition, Taliya Minnulina proposed to involve the public in government decision-making through public hearings and to create a virtual platform "Tatarstan’s debate" where people could discuss the work of each state body. It is also necessary to increase the scope of the competition "Best civil servant", emphasized TIDA Chief Executive.
TIDA Chief Executive believes that it is necessary to focus on the quality of the human capital of Tatarstan is steadily rising, as envisaged in Strategy 2030.
Among the measures that increase the potential of civil servants, there are training in small groups, field training sessions, formation of the training groups not for positions but the level of development; the involvement of experts of the Russian Federation regions to the exchange of experience, the introduction of foreign training, the transition to online learning (engagement), the introduction of the standard corporate training in government.
Development should be not only for employees, but also the whole system of civil service: this task may be facilitated by the synchronization of various state programs for the period of validity and the analysis of their performance, the development of the ideology of the selection of employees (including management staff), creation of a "Novice Package" in the civil service, the establishment of a separate course on planning for the leadership of the republic, as well as to work with the staff.
"We cannot ignore the spirit of the times, in this regard, it is necessary to establish a system of clear way between pay and the result of the work, and to develop flexible forms of employment in the civil service", - emphasized Taliya Minullina.
