Not a single budget - training seminar on public-private partnership

Today in "Korston" Tatarstan Investment Development Agency organized a seminar on "Regional aspects of the application of federal laws on public-private partnership and concession agreements". The seminar was held with the aim of facilitating the implementation of federal legislation innovations in the field of public-private partnership (PPP). As it is known, from January 1, 2016 comes into force the Federal Law № 224-FZ dated 13 July 2015 "On public-private partnership, municipal-private partnership in the Russian Federation and the Amendments to Certain Legislative Acts of the Russian Federation".
The seminar was attended by over 150 people from more than 70 organizations and departments of the Republic of Tatarstan, including representatives of municipal and urban districts, organizations of public and investment infrastructure, as well as 18 national ministries, departments and territorial departments of the federal government.
The Agency Chief Executive Taliya Minullina opened the seminar: "Today, in conditions of limited budget resources the state and municipalities often have no possibility of financing infrastructure development exclusively using the budget. The most effective solution to this problem is to attract private investment in construction, renovation and management of state and municipal infrastructure. Here the state need to give maximum support to private capital and ensure the fulfillment of obligations by all parties to the project. This is the basic principle of public-private partnership".
During the seminar, it was noted that Tatarstan is actively using PPP, which is confirmed by the federal expert estimates. In particular, according to the results of 2013 and 2014 Republic ranked second in the ranking of Russian regions for the development of PPP, formed the "Center for PPP" Association (Moscow). As the creators of the rating note, Tatarstan has the highest investment attractiveness, has extensive experience in the implementation of regional PPP projects and the development of the institutional environment.
As a lecturer presented one of the participants in the development of the Federal Law on PPP - the managing partner of law firm "Kachkin and Partners", a certified expert in the field of support for PPP projects and infrastructure projects Denis Kachkin. The expert highlighted the development of PPP in the Russian Federation, held a detailed comparison of the regulation of the Federal Law on Concessions and PPP, outlined the problems of further improvement of regional legislation in the field of PPP, told about the conditions of the organization of the successful launch of a PPP project. In addition, an interactive discussion with the participants of the seminar considered examples (case studies) of specific PPP projects implemented in recent years in the Russian regions and abroad. Finally, a session of questions and answers on the use of PPPs in the areas of housing and communal services, construction, health and others was held.

Their clients include entrepreneurs, contractors for residential projects and commercial facilities, individuals and legal entities (sellers, tenants, buyers, lenders, engineers, etc.). The bureau's competencies include working on investment contracts, for example, with hotels and resorts.
