Government and business will map a new route

On February 17, Tatarstan Investment Development Agency Chief Executive Taliya Minullina participated in the meeting between Tatarstan President Rustam Minnikhanov and “InfraONE” (Moscow) investment company representatives Albert Yeganyan and Sergei Belyakov.

Issues on area of concessions mechanism and a public-private partnership application, their hidden financial capacities, addressing the projects in the field of energy, transportation and medicine, as well as “InfraONE” company`s role as an investment partner in these projects were discussed.

Concessions and public-private partnership are, first of all, mechanisms for private investment attraction in creation of public infrastructure objects, as well as provision of effective property management in government and municipal ownership, and also quality improvement available for citizens.

During discussions, Taliya Minullina noted that Tatarstan has investment proposals in energy, transportation, medicine and tourism areas that can be implemented on the basis of private-public partnership.

“Unfortunately, still we rarely use concession agreements’ tool, although its effectiveness is obvious. Since the entry into force of the corresponding federal law, all projects implemented in Tatarstan were in the healthcare area. Now we would like to create the pool of projects in various fields, including provision of urban amenities, medicine, tourism, transportation and try to implement a new finance model. New federal PPP law will be useful too. In concessions and PPP mechanisms number of project participants is significant (government, municipality, investment companies, banks and other financial institutions, equipment and services suppliers, etc.), plus there are issues related to budget planning – with annual budget planning time-frame long-term projects lead to particular risks. Therefore President encharged with a task of establishment of working group on this issue,” – commented Taliya Minullina.

For reference, InfraOne (First Infrastructure Company) was established in 2011by a group of specialists with experience in investment projects in different infrastructure branches.
