Taliya Minullina`s performance pushed the doors open widely for private investment

Doors of private investment into economy burst open widely after performance of Tatarstan Investment Development Agency Chief Executive Taliya Minullina at the XVII session of Tatarstan Governmental Council on April 21.

Report was dedicated to draft law of Tatarstan Republic №221-5 “On making amendments to the law of Republic of Tatarstan “On public-private partnership in Republic of Tatarstan”. Deputies had to decide: whether to adopt or send back for reworking the proposed amendments.

But a 10-minute performance of the youngest government member left no doubt – it is time for public-private partnership to occupy an honorable place among efficient economic tools. Moreover, Taliya Minullina showed aprofit from this draft law very figuratively:

“Triangle, or as we call it echpochmak, “population – business – government” becomes tastier: private investment comes to government`s economy and infrastructure is developing, entrepreneurs have new opportunities for business development and population gains high quality and service availability. Importance of this law is emphasized with the fact that for the time of PPP law implementation at the federal level, 14 by-laws and 2 projects were drafted in Tatarstan. It is no secret that foreign investors are afraid of turbulence of modern Russian market. And we, in fact, strengthen guarantees for private investors at the regional level. Moreover, effectiveness of government`s work in the region is estimated by PPP development level. Tatarstan is one of the leading regions, which accepted the law on public-private partnership, now we have an opportunity to strengthen leading positions” – said Taliya Minullina.

Speaking about specific examples of potential PPP projects in Tatarstan, sports facilities, hospitals, schools, parks and local beauty sights can be created or reconstructed in republic.  It is possible to realize such socially important projects like waste burning plants in Kazan and Naberezhnye Chelny or objects of Kazan Southern bypass with using PPP tool.

Draft law on making amendments to republican law “On public-private partnership” was adopted by consensus decision of members of Governmental Council in three readings at a time.
