New, officially accredited object of investment infrastructure in Tatarstan became the industrial park "M-7", which is located in Zelenodolsk region of the republic on the highway M-7 near the JSC "Kazanorgsintez". The basic profile is a polymer processing, machine building, metal working, construction materials.

Today, July 31, Tatarstan Investment Development Agency Taliya Minullina met with a large delegation of businessmen of St. Petersburg and Leningrad region. The event was held at TIDA conference hall.

The delegation consists of more than 20 business leaders who represent various spheres, including hospitality, tourism and logistics. The program of the visit (July 29-August 2) includes business meetings and visits of innovation and investment infrastructure sites of the republic.

The Central Bank of the Russian Federation has announced the creation of a new credit rating agency. Estimated date of the start is the fourth quarter of 2015.

"It is planned that the Agency will have the capital of 3 billion rubles with an equal distribution of shares among investors (banks, insurance and management companies, as well as issuers) in the amount of up to 5%. Advance subscription for the shares will be held before the end of August 2015", - says the Press Service of the Bank of Russia.

The exhibition of the SUAR of People's Republic of China companies is a one more stage of cooperation of Tatarstan with China

From 8 till July 30 in Kazan in the territory of pavilion No. 1 of the exhibition center "Kazan Fair" there takes place the exhibition of the companies of Xinjiang Uyghur Autonomous Region of People's Republic of China. Tatarstan Investment Development Agency Chief Executive Taliya Minullina told about value of action for development of the relations of Tatarstan and SUAR: "The investment exhibition of export goods of SUAR of People's Republic of China" is a one more stage of cooperation of Tatarstan with China. In 2015 delegations of SUAR several times visited Tatarstan, business visits are organized by Tatarstan  Investment Development Agency. For example, in June the delegation which was headed by the Head of the Department of commerce of SUAR of People's Republic of China Xia Guangtai, arrived to Tatarstan for discussion of various opportunities of implementation of an economic belt "Silk Road" concept, and also studying of the republic's market. In the spring China signed the contract for rent with the Kazan Fair. At an exhibition the large Chinese companies which carry out activity in such spheres as agriculture, the textile industry, tourism, recreation are presented. A business community of the People's Republic of China studies the market of Tatarstan further to consider possibility of localization of their capacities in the territory of our republic. Cooperation in the economic and investment sphere means interaction on a wide range of questions, for example, trade. For any investor the extremely important aspect - sale. The population has not absolutely right impression about quality of the Chinese goods. There is an opinion that it is cheap and quality not good. However, China is really able to do cheap goods, but it is also necessary not to forget that all today world brands make high-quality production by forces of China. The exhibition which opened in Kazan today, is an opportunity gor chinese producers to find trade partners in Russia.

Today in the House of Government of the Republic of Tatarstan held a regular meeting of the Board of Directors of JSC "Tatneftekhiminvest-Holding", chaired by Acting President of the Republic of Tatarstan Rustam Minnikhanov. The event was attended by Tatarstan Investment Development Agency Chief Executive Taliya Minullina, a member of the board of directors of the company.
With one of the presentations at the meeting presented the representative of the global brand 3M - a top manager of JSC "3M Russia" Peter Korotkov, who spoke in detail about the activities and new technology of the company.
So, during the presentation the top manager described the high-tech (downhole ceramic sand) filters through which oil production can be carried out almost in any environment.

Due to such properties as hardness, corrosion resistance and special design provides a high resistance to erosive wear and critical sand aerial phenomena, laminar flow, and the inability to lock channels. Use of these devices can increase the turnaround time of the well, to ensure getting the fluid without sand, to prevent proppant particles and gravel packing, protect the downhole and surface equipment, that is, eliminate the extra costs of repair and replacement of equipment.

Within the meeting was also a keynote speech on the results of activity of the enterprises of petrochemical complex of the republic in the first half of 2015 by holding's CEO  Raffinat Yarullin. As he said, the production growth amounted to 1.2%. Products delivered cost of 579 billion rubles, which is 16% more than the same period in 2014.

 On July 24, Tatarstan Investment Development Agency held a working meeting with the delegation of the Republic of Karelia.

Representatives of business circles of the north-western region of the Russian Federation arrived in Tatarstan to exchange experience in the sphere of economic and investment policies and establishing and strengthening business ties.

 Head of the delegation, Deputy minister of economic development of the region Sergey Alimpiev emphasized that Karelia is interested in studying the successful experience of Tatarstan in the creation of support of investment infrastructure and entrepreneurship, the administration of territories with special economic status, practical implementation of regional investment standard.

"We understand the logic of Tatarstan: attract investments, funds for their land - create the objects of a real estate and industrial companies, economic growth, new jobs, increasing tax revenue", - said Sergey Alimpiev.

As part of the visiting program on July 23-24 the delegation visited the objects of investment infrastructure in Tatarstan (in particular, technopolis "Himgrad") and a number of industrial enterprises, held meetings at the Ministry of Economy of Tatarstan and several other ministries.

 Today, July 24 at the House of the Government of Tatarstan to Acting President of the Republic of Tatarstan presented the concept of creating a geographically separate innovation and production center "Innokam". The event was attended by Tatarstan Investment Development Agency Chief Executive Taliya Minullina.

Rustam Minnikhanov, addressing the audience, said that the creation of the concept of the "Innokam" center supported by the Government of Russia, approved a plan of work on the concept. The developer is the Russian Academy of National Economy and Public Administration, rector of the university Vladimir Mau also took part in the presentation.

The aim of "Innokam" is "the creation of Russia's best innovation and production center, the development of high-tech clusters with a view to developing long-term development model, which effectively transform the industrial and technological potential in the quality of life of the population".

On July 23 was held a meeting of the Public Council under Tatarstan Investment Development Agency, which discussed the Action Plan to implement the Strategy of socio-economic development of the Republic of Tatarstan up to 2030.

On June 17, 2015 the Acting President of the Republic of Tatarstan Rustam Minnikhanov signed the Law of the Republic of Tatarstan №40-ZRT "On approval of the Strategy of socio-economic development of the Republic of Tatarstan up to 2030". For the practical implementation of the Strategy 2030 the Action Plan is provided. "The Republic is investment attractive in the world. The financial system is highly effective", - so formulated one of the strategic objectives.

At the last meeting, the members of the Public Council discussed issues such as the creation of an investment guide (passport) of the municipalities of the Republic of Tatarstan, the implementation of measures to identify and fill investment niches of TR, monitoring of the world and regional practice of formation of favorable investment climate, implementation of measures for the best practices in the Republic of Tatarstan, the development of technopark structures, the creation of regional special economic zones, the formation, maintenance and updating of a united investment portal of the Republic of Tatarstan and several other planned activities.

TIDA Chief Executive Taliya Minullina, in particular, said: "With regard to the implementation of measures to identify and fill the investment niches, in this case it is also necessary to generate projects that will be of interest to potential investor on the basis of 10 innovation clusters, united in a single project "Tatarstan technology initiative".

From 28 to 30 July Kazan will host the exhibition "Export goods (investments) of the Xinjiang Uygur Autonomous Region of China".

On the territory of the pavilion №1 of the exhibition center "Kazan Fair" will be presented more than 50 large companies that operate in areas such as agriculture, textiles, tourism and recreation.

Today the preparation for the exhibition was discussed in Tatarstan Investment Development Agency with the participation of Deputy Head of the Department of Commerce of the Government of Xinjiang Nitszyat Ya Sang, representatives of the Ministry of Economy of Tatarstan and the Chamber of Commerce of the Republic of Tatarstan.

As Tatarstan Investment Development Agency (TIDA) Chief Executive Taliya Minullina notes, active work with the business community of China and other Asian countries is carried out in accordance with the request of the President of Tatarstan Rustam Minnikhanov. The need to intensify cooperation in this area Tatarstan President emphasized on Agency’s Board on February 3, 2015.

The representatives of business circles of Xinjiang visited Tatarstan in 2015 repeatedly; these visits were also prepared by TIDA. So, in June the delegation headed by Head of the Department of Commerce of Xinjiang Guangtao Xia, arrived in Tatarstan to discuss various possibilities to implement the concept of economic zone "Silk Road", as well as research of republic’s market.  A July innovation in the field of investment was the introduction of regulatory of rating activity in Russia.

Federal Law of the Russian Federation from July 13, 2015 N 222-FZ "On the activities of credit rating agencies in the Russian Federation, on the amendment of article 76 [1] of the Federal Law "On the Central Bank of the Russian Federation (Bank of Russia)" and Repeal of Certain Provisions of Legislative Acts of the Russian Federation" defines the basic concepts of rating activities and the conditions for its implementation in Russia, the procedure of agencies’ accreditation.
