In Tatarstan to be a business mission of business circles of Singapore.

The agreement was reached during the meeting of Tatarstan Investment Development Agency Chief Executive Taliya Minullina and Assistant to Chief of «International Enterprise Singapore» Satvinder Singh on the 6th meeting of the Intergovernmental Russian-Singapore commission in a high level, which was held in Moscow today.

"There is a Singaporean company, which now considering the extension, including the Russian direction. An agreement was reached on the organization of business mission of the management of such companies to Tatarstan in 2016.

In addition to the industry there is the prospect of joint research work. In August of this year, Singapore celebrated the 50th anniversary of independence, over these years they have managed to create a unique scientific environment: first, they created the conditions attract the best minds of the world, and later already started training those scientists. We should actively involve our academic institutions to work with Singaporean counterparts in terms of developing new technologies and research, said Taliya Minullina.

 

Intergovernmental Commission: consultations on the free trade zone, agreements and the Russian Cultural Center

6th meeting of the Intergovernmental Russian-Singapore commission in high level have opened Co-chairs – the First Deputy Prime Minister of Russia Igor Shuvalov and Deputy Prime Minister of Singapore Tarman Shanmugaratnam.

During the event it was announced that consultations on the creation of a free trade zone (FTZ) between the Eurasian Economic Community (EAEC) and Singapore have began. Such an agreement was signed with Vietnam. Earlier it was announced that the Russian side has approved the decision to abolish tax on interest income for the Russian-Singapore investment, which will allow Russian companies to freely invest in the Asia-Pacific Region (APR) through Singapore's jurisdiction.

The meeting discussed issues such as joint projects in the Russian Far East and other regions, cooperation in agriculture, energy, education and labor, the urban environment, transport infrastructure, urban construction and housing and communal services.

In particular, it became known that there is a preparation of 3 educational modules (about 2 weeks) to the Government of the Russian Federation and 100 people from the Russian regions.

In addition, a new landmark of cooperation was the Russian Cultural Centre in Singapore, the decision on the establishment of which was adopted in February 2015.

The Reception House of the Russian Federation signed important agreements - Protocol to the Agreement on avoidance of double taxation, Intergovernmental Agreement on visa-free trips for holders of diplomatic and official passports, a Memorandum of Understanding between the Ministry of Labour and Social Protection of the Russian Federation and the Ministry of Manpower of Singapore, Memorandum between the Moscow State University and  Nanyang Technological University on the employment of graduates, a Memorandum of Understanding between the Nanyang Technological University and the company "Sportamaster" on a joint research laboratory, a Memorandum of Understanding between ST Electronics and the company "Sieber" on transfer of technologies on buildings safety, the Memorandum of Understanding between "Tanstarr Group "and PJSC "LUKOIL" (Russia).

At the meeting along with the ministers of the two countries, the top managers of large companies, educational institutions and other institutions participated the representatives of the Governments of three regions of Russia - Tatarstan, Moscow and Penza region, indicating the special nature of relations of these Federation regions and Singapore. They are Tatarstan Investment Development Agency Chief Executive Taliya Minullina, Minister of the Government of Moscow Sergei Cheremin, Minister of Investment Development and Foreign Economic Affairs of Penza region Vladimir Volkov.

Today in the Finnish-Tatarstan Business Forum, which took place in Helsinki in the Trade Representation of Russia in Finland, signed a Memorandum of Understanding between Tatarstan Investment Development Agency and Finpro.

Today Tatarstan Investment Development Agency Chief Executive took part in the meeting of Tatarstan delegation with the leadership of "Aalto" University. The meeting is held within the working visit of the President of the Republic of Tatarstan Rustam Minnikhanov in Finland.

Aalto University is one of the leading institutions of higher education in Finland. The university has 20,000 students, 11.6% of which - foreigners, about 200 people are from Russia. The staff includes 5,000 people, including 400 professors. Education has the Bachelor, Master and Doctoral programs in technology, business and the arts.

On November 13 held a session of the commission on anti-corruption under Tatarstan Investment Development Agency Chief Executive. The event was held at the TIDA’s conference hall.

The meeting discussed a number of issues.

In particular, the participants discussed the results of monitoring the effectiveness of the executive authorities of the Republic of Tatarstan, territorial bodies of federal executive bodies in the Republic of Tatarstan, local government municipalities and urban districts of the Republic of Tatarstan on the implementation of anti-corruption measures in the republic, as well as anti-corruption measures, aimed at achieving concrete results the monitoring. The large-scale study was prepared by the Committee of Tatarstan on socio-economic monitoring in 2015.

According to the rating evaluation of the executive authorities of the Republic of Tatarstan on the implementation of anti-corruption measures in the territory of the Republic of Tatarstan in the first half of 2015 Tatarstan Investment Promotion Agency took 3rd place.

"As a result of coordinated work Tatarstan Investment Development Agency has significantly improved its performance. If the first half of 2014 our agency took 11th place, then in the same period in 2015 we are among three leaders of the republic", said TIDA Chief Executive Taliya Minullina.

"The rankings evaluated, in particular, the work of the commissions to comply with the requirements for the official behavior of public (municipal) employees, anti-corruption expertise of normative legal acts, the system on improving the civil service, activities for the procurement of goods, works and services for state and municipal needs, info openness and transparency of activities and other indicators", says Taliya Minullina.

Decisions of the Commission was marked by a high level of activity of TIDA’s anti-corruption work among executive bodies of the Republic of Tatarstan on the results of anti-corruption monitoring, decided to intensify further work.

The results of the sociological research "Study of public opinion on corruption" and anti-corruption measures aimed at achieving concrete results also reviewed. The analysis was conducted in the Republic of Tatarstan, was studied opinion of 3,000 people.

"Corruption as a social phenomenon, has different effects on aspects of society. According to the population, corruption has the greatest impact on the economic life of the country (78.2%), the political system (74.2%) and business activities (66%). 42.3% of respondents felt corruption in their life", noted in the study.

Among the major findings of the study - the increase in the number of inhabitants of the republic, using electronical services (58% in 2015). In order to more effectively fight corruption residents of the republic offer to strengthen anti-corruption laws, and to strictly control the distribution of budget funds, raise awareness of anti-corruption activities in the media.

The final issue on the agenda was a review of relevant changes in the legal regulation of the sphere of anti-corruption. In particular, the report was made on the adoption of the federal and republican legal acts due to the publication of the Decree of the President of the Russian Federation from 15.07.2015 № 364 "On measures to improve organization of activity in the field of anti-corruption" and to improve the organization of activities in the field of anti-corruption in the Republic of Tatarstan.

At the session of business communication the representatives of Kama cluster within special business formats discussed the development of bilateral cooperation with Chinese enterprises in the sphere of industrial production, innovation, presented the economic potential of the Republic of Tatarstan.

The Forum is organized by the Ministry of Science and Technology of China, Ministry of Education of the People's Republic of China, the State Committee for Development and Reform of China, China Council for the support of international trade, the People's Government of Shandong and Sichuan provinces and the Enterprise Europe Network.

The work involved the mayors ITKEK 10 strategic cities of China, presentations of the 30 most competitive innovation clusters in China: Beijing innovation cluster, a cluster of industrial computer software g.Chendu, park "Suzhou" high-tech industrial zones - Shenzhenya, Hangzhou, Shanghai area of IT-development of Nanjing and others.

In the Kazan Kremlin was signed the Action Plan on Trade and Economic, Scientific, Technological and Cultural Cooperation between the Government of the Republic of Tatarstan and the Executive Committee of Gagauzia for 2016-2018 years, announced investment forum in Comrat and the signing of an agreement between the Chambers of Commerce and Industry.
On November 7 in Comrat was signed an agreement on cooperation between the Chambers of Commerce and Industry of the Republic and autonomy.

Today, November 5, the official website of the Russian government issued a decree which provides complex of measures on preparation of a project to build high-speed railway "Moscow - Kazan".

"A range of works on site preparation for the construction of railway infrastructure moved to a separate phase of construction. This will help to reduce the duration of the investment and construction cycle, allow to attract foreign and domestic organizations with modern technologies and management skills to participate in tenders and auctions for the construction of high-speed rail infrastructure. The changes will help to organize the work on carrying out engineering studies, project development planning and land survey and project documentation to build high-speed railway "Moscow - Kazan", - stated in the explanatory note to the Decree of October 27, 2015 №1147.

 

Comment of TIDA Chief Executive Taliya Minullina:

"The implementation of such a large project as the Moscow-Kazan HSR involves big changes in a number of areas.

Thanks to high-speed railway the time between Moscow and Kazan will reduce for 4 times: from 14 to 3.5 hours, according to the Russian Railways will be creatde about 370 thousand jobs.

No less significant changes occur in the legal field. It is no secret that this high-speed railway project gave impetus to the adoption of federal law on PPP, the relevant regulations, including regulations of the Government. An important participant in the implementation of the project is the Republic of Tatarstan, which is also preparing changes to the law on PPP and other measures".

So far, the site preparation for the construction of capital construction of railway infrastructure could not be in a separate phase of construction.

At the same time it is important in the implementation of large-scale, capital-intensive, technically and technologically complex infrastructure projects, including in the territory of large settlements with more to be removal of ​​engineering services from the area, the presence of a large number of owners of lands and real estate, be seized for the construction.

Earlier, the Government Resolution dated February 16, 2008 №87 approved the Regulations on the part of sections of project documentation and requirements to their content (hereinafter - Regulations).

Signed decree adds to the Regulations norms that establishes that in respect of capital construction of railway infrastructure (including high-speed) under the construction phase also understood as a complex of works on preparation of the construction site. These works include the removal of lands required to accommodate the railway infrastructure, registration of rights of ownership and use of lands, the demolition of buildings and structures, reorganization (transfer) of engineering services, conducting archaeological excavations and other works.

Corresponding changes are made in the Regulation on the organization and conduct of the state examination of project documentation and engineering survey results (endorsed by the Government on March 5, 2007 №145).

Distinguishing to a separate phase of the construction of the complex of works on preparation of the territory will develop project documentation only for performance of this complex work and fully prepare the territory for work on the construction of capital construction of railway infrastructure, freeing it from all encumbrances.

Tatarstan President Rustam Minnikhanov met with the Rockwool International Group #President Jens Birgersson. The meeting was held at the House of Tatarstan Government, was also attended by members of the Cabinet of Ministers of the Republic of Tatarstan, Rockwool Russia CEO Marina Potoker, Rockwool Russia Sales Director Maxim Tarasov, "Rockwool Volga" factory Director Maksim Vasilyev and others.

Investor in 2012 launched a plant in the SEZ "Alabuga", where was installed in the world's most powerful production line of stone wool, designed to manufacture 110 thousand tons per year. The investment in the construction of the plant amounted to 150 million dollars and was a record for Rockwool.

Opening the meeting, Tatarstan President noted the project the company ran in Tatarstan was innovative and successful, and fit in quite well with the local energy saving strategy. In general, stressed Rustam Minnikhanov, cooperation between Tatarstan and Danish businesses was quite productive, a testimony to which were the joint projects with Rockwool, Danfoss and other firms.

“We consider the project a success, and we always cite it as example for other investors,” Rustam Minnikhanov said about the plant in SEZ Alabuga. Within the project, the company had exceeded the initially declared investment, he added. Tatarstan authorities were willing to assist Rockwool in developing their business in Tatarstan, he pledged.

Jens Birgersson thanked Tatarstan President for supporting the project and for the favorable terms. The plant in Tatarstan was, he said, one of Rockwool International’s largest and most advanced facilities, and the company was interested in its development.

Russia remained one of the key markets for Rockwool despite certain difficulties caused by political factors, company CEO went on to stress.

“The difficulties are not caused by us but by your politicians. Russia has not changed its attitude to investors. We take no notice of your politicians, and we continue to treat our contacts as responsibly,” Rustam Minnikhanov responded.

“We look forward to our volumes in Russia to begin to grow again. We have no intention to leave the market. As soon as we see growth again, we will carry on with our expansion strategy,” Jens Birgersson said.

It is expected that the presentation of products and solutions Rockwool will be held in the framework of "Tatneftekhiminvest-holding" meeting.
